Abstract
Purpose and Objectives of the Plan
This Fisheries Management and Mitigation Strategy (FMMS) has been prepared by Brown and May Marine Ltd on behalf of Moray Offshore Windfarm (West) Limited (‘Moray West’) to address specific conditions attached to the Section 36 (S36) consent and Marine Licences (collectively referred to as ‘offshore consent conditions’) issued to Moray West.
The overall objective of the FMMS is to provide details on Moray West’s approach to fisheries liaison and mitigation, including proposed measures to facilitate co-existence between Moray West and commercial fishing and to minimise potential disruption during the construction and operational phase of the Moray West Offshore Wind Farm (OWF) and Offshore Transmission Infrastructure (OfTI) (collectively referred to as ‘the Development’). This FMMS takes into consideration the Marine Scotland Draft Guidance on Preparing a Fisheries Management Mitigation Strategy (Marine Scotland, 2020).
All Moray West contractors (including their sub-contractors) involved in the construction and operation of the Development are required to comply with this FMMS.
Scope of the Plan
The FMMS provides information on the following:
- Overview of the commercial fisheries operating within and around the Development;
- The roles and responsibilities of key project personnel, including Company Fisheries Liaison Officer (CFLO) regarding liaison with commercial fisheries;
- Management and mitigation procedures to be applied throughout the construction and operation of the Development to facilitate co-existence with commercial fisheries;
- Means for compliance with the relevant offshore consent conditions.
Plan Audience
This FMMS will be submitted for approval to the Scottish Ministers/Licensing Authority. Following submission to Marine Scotland Licensing and Operations Team (MS-LOT), consultation will be carried out by MS-LOT with stakeholders as described in the offshore consent conditions listed in Table1.1.
The FMMS is intended to be referred to by personnel involved in the construction and operation of the Development, including Moray West personnel and Contractors. Compliance with this FMMS will be monitored by Moray West Development Team, Operation and Maintenance (O&M) Team, Moray West’s Environmental Clerk of Works (ECoW), and MS-LOT.

The latest version of this FMMS can be obtained from Moray West’s document management system, Viewpoint for Projects and from the Marine Scotland website1. In addition, copies of this FMMS are to be made available in the following locations:
- Moray West’s main project office in Edinburgh;
- With the Moray West Marine Coordinator (MC);
- With the ECoW(s);
- With the CFLO.
