AB - This paper outlines CRU’s proposed decision on the grid access requirements for Phase 2 offshore wind projects and the obligations on EirGrid when facilitating access to the transmission network. The paper also considers the pathway for Phase 1 projects that do not hold an ORESS 1 Notice of Award.In developing this proposed decision, the CRU has sought to strike a balance between allocation of a scare resource (transmission grid capacity) and the target of delivering increased offshore wind. The CRU has also developed this paper on the basis that all projects should have equal opportunity to connect to the grid regardless of their route to market.
