The EBAO project aims to establish a robust methodology to ensure that future large scale marine energy developments are designed to maximise their economic energy potential, while ensuring that constraints set by consideration of ecological consequences are recognised and respected. This will involve establishing how projects will impact on the environment, how the acceptability of such impact is quantified and how the designs of technology and energy projects can be evolved to ensure energy production optimisation subject to ecological constraints. The project will represent “proactive resource assessment”, in which assessment of the limits to acceptable ecological impact will be used to inform the system and project design processes to ensure than prospective energy extraction levels are maximised without unacceptably compromising the environment.

- To develop a robust procedure in which large scale marine energy developments can be designed to comply with environmental (and social) constraints while maximizing prospects for economic development.
- To critically define criteria from which array optimisation procedures can be judged and through which project up scaling becomes feasible.
- To balance the benefit of economic development with the societal needs for protection and enhancement of the natural environment – the win‐win scenarios.
- To produce a customised multi‐dimensional model based on state‐of‐the art principles which address the constraints of array conversion and operational efficiency, cost and environmental impact.
- To incorporate environmental considerations early into the design loop. This will de‐risk consenting and reduce project cost.
